If unresolved, mediation team steps in
Stage 5 — Structural Action
Role adjustment, pause protocol, or clean exit.
Phase enforcement block:
No promotions during Dark Moon.
Full Moon is for witnessing, not attacking.
Urgency is not authority.
All mediation seeks restoration first. If restoration is not possible, separation is honored.
